1977 chemistry book admission that chemical secrets were intentionally and routinely kept

I just ran across this in a 1977 chemistry book today.

We should all be told why the symbol for lead is a crucifixion scene, i.e., a cross on a hill. This kind of secret-keeping in fields--chemistry and medicine--that receive public funding is unacceptable.
